William Gresser, JD, MBA - President & CEO

Mr. Gresser is the President and founder of EB-5 New York State, LLC. Since the Company’s founding in 2007, Mr. Gresser has managed the successful completion of numerous EB-5 investment projects and helped EB-5 investors and their families achieve their immigration and investment objectives.

Mr. Gresser is a leader in the EB-5 industry.  He is the Vice President and a member of the Board of Directors of Invest In the USA (IIUSA®), the largest trade association of Regional Centers.  He is also active in the industry’s government affairs activities in pursuit of industry reform and reauthorization.  

Mr. Gresser is a regular speaker on advanced EB-5 related topics and is sought out by Regional Centers and developers throughout the U.S. 

Prior to founding the Company, Mr. Gresser was an attorney and a successful business executive.

Mr. Gresser obtained a Bachelor of Arts degree from Georgetown University, a law degree from the Georgetown University Law Center and a Masters in Business Administration from the Georgetown University McDonough School of Business, all with honors.


Sunny Sun -  Vice President of China Operations

Sunny (Weiwei) Sun is a licensed lawyer in New York State and in China. She practiced law in China and immigration law in U.S.  Sunny has about 10 years' experience in EB-5 area, she has been working with EB5 investors, EB5 regional centers, and immigration attorneys, especially focusing on the Chinese clients and the China market. Sunny earned a Master of Law degree from Indiana University in U.S. and a Bachelor of Law degree from East China University of Law and Politics in Shanghai, China. She is a native Chinese and speaks Mandarin Chinese and English.


Ed Carroll - General Counsel

Edward J. Carroll has been fascinated with U.S. immigration law for 30 years. The EB-5, Alien Entrepreneur Investment Program was enacted 20 years ago and Mr. Carroll has practiced in this area from its inception. Prior to practicing U.S. immigration law, Mr. Carroll practiced commercial, real estate and banking law.

He is listed in Best Lawyers in America. Mr. Carroll has served the American Immigration Lawyers Association as a long-serving member of the Investor (EB-5) Committee, the Business Immigration Committee and other substantive law committees.

He has been liaison to USCIS, USCBP in the State of Vermont and liaison to Vermont’s Congressional Delegation for AILA’s New England Chapter and served as Vice-Chair of the ABA Immigration Law Committee, General Practice Section. Mr. Carroll is a frequent presenter on U.S. immigration law to legal and business groups in the U.S., Canada and Asia. He has taught immigration law to adjudicators at the USCIS Vermont Service Center and has been a commentator for radio and television in the U.S. and Canada on U.S. immigration issues.


Mollie McCabe, JD - Director of Investor Relations

Ms. McCabe works with investors and their attorneys to facilitate the investor’s immigration/visa process from investing in EB-5New York State Regional Center projects, to filing the I-526 petition through the I-829 petition. Ms. McCabe is a native English speaker, and is conversant in Korean, Mandarin Chinese and Spanish. Ms. McCabe earned a Bachelors and Masters degrees in linguistics from the University at Buffalo as well as a law degree from the University at Buffalo Law School. Ms. McCabe is admitted to the New York State Bar.
